This is quite a famous list. All of the above cities have their apparent status set to "closed". These are only the ones that Russia acknowledged.
Recent reports claim that Russia have new cities with similar activities and they are as reclusive as these were.
In fact, Russian scientists acknowledge that these new cities exist. But they won't tell anything about them.
You made a claim saying that "nations are still investing enormous amount of cash into nuclear technology and weapons."
I asked for facts to support this. You had none. Instead you are now rambling about "closed cities" as some kind of proof of... what exactly?
I told you that as I can't prove to you where I had seen the budget spending. It was said on a documentary that aired on TV, not something over the net.

But you are correct in that the RBMK's could be used for making plutonium, which is a weapons material.
Currently in the planning- and design-phase is the New Safe Confinement, which will be built by the French consortium Novarka. This will be a big concrete arc over the reactor and the sarcophagus. Currently the plans say it'll be done in 2012. After that is in place, they will start dismantling the crumbling sarcophagus and the broken reactor.
Just don't make fun of us who would rather have homes.
