This is the original scene that was never used in the final production of Tim Burton's The Nightmare Before Christmas. The song in this scene "Hushabye Mountain" was later changed to "Jack's Lament" performed by Danny Elfman.

I never did know that I had such powers.
Who cares if this song was in Chitty Chitty Bang Bang? Maybe Tim Burton was a fan of the movie and wanted to somehow incorporate this song into one of his movies, but ended not being able to.
It's a beautiful song, why not just enjoy it instead of making a fuss over it?
And besides, people re-use songs all the time, it's not "ripping off" or "stealing," it just the love and respect for a song that makes you want to share it with other people.
I think the song ended up being cut before the movie was made, and then was replaced with Jack's Lament.
So yah, he just put it over Jack's Lament so it had some picture to it. :]
